Default ABS light on in Prelude

I have my ABS light on in my 95 prelude the breaks work but I do loose pressure at times when I push the break peddle, with the sensor coming on and me loosing break pressure should I just replace the master cylinder break pads and rotors (which needs to be done anyway) and bleed the breaks should this help? Or could my ABS unit be shot?
