2 problems... one solution?

My SRS light is on (its a 92 therefore I only have a drivers side airbag, sorry passenger but ur F*ed) and also my horn stopped working. It was weird too because both of them stoped working gradually, the horn would work sometimes and the light would be on sometimes (no relation) and now the light is on all the time and the horn doesn't work. Horn fuse is fine. I tried to take the cover off of my steering wheel but after pulling on the corners of it I stopped since I didn't want to mess anything up. do you think the problem exists in the steering wheel itself or the column? Could the SRS light have anything to do with the seat?!? as weird as this sounds I found a bolt under my seat, that looks like it should go under there somewhere, but doesn't. I am guessing it has something to do with my steering wheel but cant get my airbag cover off without pulling super hard. please advise.

so where are the bolts? I looked at a wiring diagram of the steering wheel and it showed a connection inside there for the horn. Or is it more likely that it is a connection in the steering column, side note this problem started more and more once I got an alarm installed (they put the LED on the column)
