In calif.. you just take it in to dmv, and pay any fees or back taxes. as long as the bike meets all safety requirements

It depends on how the bike was titled in the first place.
My dad has a 1972 suzuki t250J. He is/was the original owner and still has the receipts and paperwork from when he originally purchased/registered it in 72.
In wisconsin (where he lived) they titled bikes by the engine in 72. The vins are different between the engine and the frame. They have since moved over to titling on frame vin. He tried to register the bike in florida and they said no because the vin on the title was not the one on the frame.
He then contacted the state of wisconsin to get the bike registered. After almost a year of fighting with them they reissued him a title. They said the saving grace was his receipts, the original registration papers and the fact that he had been the owner ever since it was new. He then retitled it in florida and now it is legit.
It may be worth the 100 bucks that this title service charges.

You will likely have to get it inspected, take photos, and send everything in to the state with a written Affidavit of some sort stating that the bike has been abandoned, and has been in your possession for X amount of time and noone has tried to claim it since then.
They will then likely cross reference the VIN with any lost/stolen vehicle reports to see if it matches, possibly check to see when the last time the vehicle was registered, and if everything jives, then they'll issue you a new title.
The only fees you will likely have to pay is tax on the fair market value of the bike, and application fees if applied.
This is just what those title companies do, and charge an arm and a leg.
