Default brake question

My roomates rear brakes are not working as well as they should be on his 600, when I looked at his bike there are two springs that are are supposed to be attached somewhere on the brake pedal. The bigger spring is attached to a hole on the brake pedal, and the other smaller one is not attached. The one that is not attached turns the the break light on when it is pulled, but I can't find a place where it should be attached. I apologize before hand because I know nothing about bikes, but do you know where this second spring is supposed to be attached?

Which bike does he have?

Is there a hole where a cotter pin goes to put tension on the spring?

its an '04 cbr600rr. There are two holes on the back of the break pedal, one of which is attached to a large spring, to give tension when the rider pushes down on it. There is another spring close to it that has a black thing on the end, that when pulled causes the break light to go on, but it is not attached to anything. There is no way that the spring can reach the second hole on the back of the break pedal, and if it could, it would keep the break light constantly on. Could a cotter pin have possibly fallen off? I did not get a chance to take a picture today cause I was really busy, but if you guys have no idea, then I should be able to get one tommorow. Thanks!
