i have honda fit gd3. when i stop the car RPM drops above 0.3 and have a vibration. why?

same problem with my accord 2014 sport cvt. drops down 600-590 and starts vibrating when the break pedal is depressed and cvt is in D ir S but I noticed that there is no problem in R, P, N. if the lights on or any load for example when heat is on the fan in engine compartment is turning on and off periodically when the fan is on the Rpm is normalizing but when its off the rpm goes down (in D or S with depressed break pedal). So the reason of this issue is low not enough rpm.
