Need the torque specs for header
If the bolts or nuts you are referring to are the ones that mate the header to the head, then just tighten them down really tight with a hand ratchet. Simple. Don't go over kill and try to break them off. Just make sure they are really tight. A torque wrench isn't really needed.
If you want to take the time and do it correctly using a torque wrench the specs. are:
both bolts and stud nuts holding the header to the head is 33 foot pounds
the bolts holding the converter to the end of the header are all 16 foot pounds.
