Why doesn't IGP1 and IGP2 have power?

I have a 1990 civic dx hatchback with a D16Y7. I have a ton of problems and I've been all over this forum. I just changed my fuel pump because there was a short in the pump. Now it still will not start. I am not getting any power to the pump. My IGP1 and IGP2 are not getting power. What could cause this? I have a p06 ecu with mpfi and obd1.

Also I was wondering if I could just get a new wire and run it from the relay to the ecu straight. I was going to just cut out the igp1 and igp2 from the relay and the ecu and get 16 gauge wire and go straight from relay to the pump. I don't know if that will work or not.

i think your missing the point of those pin locations. power doesnt come out of the ecu, those are to power the ecu

My phone is acting up... Hope im not double posting. Anyway. Ok I misread the diagram. Eitherway I changed the relay with a brand new one again today and exact same problem. No power to pump or either igp's. So what should I check or do next? Litterly out of ideas/plans.

Anyone know what else to do? I was thinking of just getting a new wire and putting it straight from the relay to the ECU. Would that work?

Don't jury rig your car. Start by checking the fuses I mentioned.

The fuses are good. Only blown fuse is my left headlight. I really doubt that my HID light would be causing this problem, but how this guy wired the car anything is a possibility.

How do you know that those two fuses are good? Visual inspection can be flawed.
Voltage is delivered to main relay on the Yel/Wht wire from the hood fuse and the Blk/Yel wire from dash fuse and ignition switch. If the fuses test good by voltage (click Fuses link in my signature), then check whether the main relay plug gets voltage on those two wires.
Have you already resoldered the main relay?

I have not resoldered, but I have 4 relays. I bought 2 and got one from a buddy, plus the original. I know for sure the constant 12v into relay is getting power, a long with the wire going from ignition. I checked the other wire, it was getting voltage 2 weeks ago when all this started, I will check again. I am at work and will be for 11 more hours so unfortunately i will not be able to report back until then. I will read the fuse testing and also do that when I get home and report back.
I also want to know if there could be anymore fuses. During the attempted wire tuck the other owner did, he moved the battery to the back seat, and the engine fuses under dash next to ECU. So i have engine fuses passenger side under dash, and the other fuses are under steering wheel. Is there any chance there could be fuses somewhere else that I am missing?
