Need help with a code 15!

Need help with a code 15!
New here but I have been dealing with this issue for awhile now.
Long story short, little brother bought the car with a Y8 in it, kept getting a code 15. Eventually blew his z6 in his eg and took the y8. Now the ef is mine.
So car history, its a 89 si. Now has a ls swap and is still getting a code 15. So far I have tried 3 different dizzys two engine harnesses 3 jumper harnesses two ecus two ignitions. The wires will get spark on first crank then throw a code 15, and no more spark. After pulling the y8 and getting it into the eg it fired on the first try. So I'm thinking this may be a wire issue. I have a si underdash harness and will be getting a fuse box soon and change those out. Still I'm lost and don't know what direction to go in.

Here is the Factory Service manual snippet for Code 15. Hopefully this will help you out in troubleshooting.
Seeing as you have tried even a number of different harnesses I would check the ECU closely since that is the only section you have not swapped out. Hopefully you will find your issue.

Thx ill do that when I get home. However I have tries two different ecus. A p30 and a p28. Both worked in other vehicles. Currently using the p28.

If possible put the car back to OBD0 if you have everything and check your codes.
I have had to do this for a Code 9 on my b20 which when I converted it back to OBD-0 it actually threw a Code 4. This allowed me to find my wiring issue and fix the problem after months of swapping out parts etc.

I don't have everything to go to obd0. I do have a new under dash harness, think swapping them would make n e difference? I am also going to replace my fuse box this weekend in hopes of helping the problem. I'm not trying to just throw parts at this thing but I was told the efs often times have weird wiring problems and a new fuse box fixes them.

By some odd chance have you double checked all your grounds on the Thermostat and the transmission ground to ensure they are not corroded or anything? The grounds on the Thermostat supply the ground for your ECU. If so, check out the website below to help you troublehshoot the issue.

Code 15 means the ECU looks for the 10V reference signal from the igniter. If the car won't start because of this code then check for a loose connection or go to section 4 on this page and be ready to replace the igniter.

I mean it's either the igniter or the wiring honestly. Like I said before, code 15 only throws when the ECU does not receive a 10v signal back from the igniter.
Make sure the connections on the igniter Terminal A and B are both tight and not corroded. Really the only other thing I can think it might be.

opened the dizzy and checked all wires all looked good. followed the black and yellow wire and checked voltage at all conections and it was at a 12.00 + or - .15 here and there. im trully lost at this point.
