Default Power steering problems

I have a 2008 crv and my car has been making this whining noise from the pump. I went ahead and purchased a reman pump from my local honda dealer. After replacing the pump and new fluids, it continue to make the same noise. So I thought the reman pump was faulty so I asked for a different pump. So Honda went ahead and swapped out the reman pump with another and again I flushed out the fluid and put new one in and it still does the same thing. At this point, I'm assuming it can't be just the pump so I went ahead and changed the idle pulley and it still makes that whining noise. So this time I went ahead and return the reman pump and pay the difference for a new pump. After installing the new pump, I'm still having the same issue so I'm completely stump on what to do. Any insight with my problem will help me out greatly.

Two things to check and/or replace, if you haven't already:

- the O-ring for the pump inlet, part number 91345-RDA-A01
- the suction tube that runs from the bottom of the reservoir to the pump inlet, part number 53731-SWA-000

A small tear or crack in either of these parts will allow the pump to suck in air and cause the whining noise you're describing. Also, the suction hose can allow air past the nipple flares if it is hardened or inflexible, or if the clamp is faulty.

I looked inside the reservoir and there isn't any air bubbles at all. Usually I see can the fluid moving around like as if ripples in water. But the fluid is a stand still. Seems likes it's not circulating. Also, when I turn on and off the a/c it makes different tones.
