there is a great thread on this in the 92-00 civic forum. it'll help you get it fixed as it typically leaves the inexperienced scratching their heads and cursing more than anything.
EDIT: just noticed you have an 03. the thread i was talking about won't be word for word to your application but it will give you a good general idea of your problem and a road toward solving it.
EDIT EDIT: actually it seems a common problem with second gen crvs.. so much so the eld is a separately replaceable unit. follow this link, and about half way down the page you'll see a pdf of the technical service bulletin.
the tsb calls for the replacement of the eld.. which costs around $35 bucks at the dealership. but since it says there is a faulty solder somewhere on the unit.. i'd pull it apart and see if it is obvious that some pin needs a better serving of the hot and silver.

It's not hard at all. Refer to a Service manual, or search elsewhere here on Honda-tech for ELD installs.
I'm sure there are some on Google also. Maybe even a PDF version.

We have an '03 CR-V and recently came across this problem; not surprising, as it has 114k+ miles. Tonight I replaced the ELD and felt an immediate improvement in pickup/driveability. I was recently averaging 21-22MPG, when before this problem reared its ugly head, averaged 24-27MPG. We will wait and measure the actual improvement, but better feel using the throttle is very measureable to me...Thanks to all in this forum that have helped others (and me) with this (and other) problem(s).
