Either get a right-angle drill to extract the old bolt or weld the bracket onto the block permanently. A pneumatic drill is your best bet when looking for a small drill to get into tight places. If you're just buying it to extract the bolt, you might just take the drill back to the store when you're done.

i was just thinking too i could loosen the motor mounts and jack the engine up..so the alternator would be at an angle too...or would it not jack up high enough??

I doubt you'd be able to angle the motor enough without risking damage. You'd probably have to disconnect almost everything, separate the motor from the tranny and lift the motor out. I actually listed lifting the motor as a possible solution but deleted it when I figured it would be best to try an angle drill first.
