If this is still related to the H22 hatch, why don't you just call the police back, and tell them those guys FUBAR'd your car, and they need to fix it.
Wish I could help, but I don't think I can with this. Here's a link to the obd0/1/2a/2b pinouts for you to look through, if it'll help though.

What about this? Just plug and play.
OBD 2 to OBD 1 distributor adapter

just buy the plug. passwordjdm sells one too. then you won't have to understand anything other than the stuff from your childhood. round peg goes in round hole, square peg goes in square hole

Oh, so you don't have any plugs, well that would be a bit more of a hard situation. I would say get a new dizzy and wire the obd1 plug to your engine where they cut it.

Re: (xXSilentScreamXx)
Looking at the schematic for a 99-00 Civic, I'll use the TDC sensor as an example. It shows 2 'wires' coming from the TDC sensor. It says that one of the wires is Orn/Blu (that's orange with a blue stripe) and the other is Wht/Blu. The thing is, the distributor plugs into the main engine harness. This is represented by the 'plug' looking symbol...which happens to be #3 for the wire I'm talking about. So after it plugs into the main harness, that Orn/Blu wire is now connected to a Grn wire which goes to C20 at the ECU. If you look closely, you'll see it's called TDCP, which is +. Scroll down and you'll see the other TDC lead goes to C21 and is called TDCM, which is -.
On the second page for a 99 Civic, you'll see the ICM trigger wire which is Yel/Grn. The ICM, for all but 99-00 Civic's, spits out the tach signal (Blu) but for 99-00 Civic's it comes out of the ECU.
I don't know much about Preludes/Accords though.
