Will a D15b2 oil pan fit on a D16y7? if not please explain why not
will a d15b2 oil pan fit on a d16y7? if not please explain. i got one on my d16y7 but i have no oil pressure, no oil in oil filter

I believe you have more of a problem than swapping the oil pan can fix.
Why was the oil pan swapped in the first place?

old pan was cracked, and it ran fine the oil light only comes on once i start driving, it flickers then stays on, i can start it up no light can let it idle for a few mins wont come on

@RonJ what's the oil light troubleshooting walkthrough...
(singledoodle he will most likely tell you what to do)
For starters I would A) check and make sure the grounds are good (oil pressure light is based of a grounded circuit, no ground and it comes on) I believe it is one of the grounds by the thermostat.
B) Buy an oil pressure test gauge and check that you have adequate pressure
If you do not, per chance the oil pickup was bent/dented in a way that it is affecting oil pressure when the pan was cracked (assuming it was dented resulting in a crack)

thats what i was thinking, i dropped the pan after that happened an checked the pickup, took it off looked for any blockage or damage couldnt find nothing. its hard to really tell if the the pickup is bottoming out cause the pan goes on just fine. using the old y7 pickup

Clean the oil pan really well with brake cleaner and make a 2 inch square by half inch thick "spacer" of playdoh and stick it onto the area in the pan where the pickup tube goes to. Bolt the oil pan in place in the "four corners" and then remove the pan and see of the pickup tube smashes the playdoh.
You can put some masking tape over the pickup tube in order to not get playdoh in it. If it clears, then maybe an oil pump is in order.

The dipstick hole in the baffle is in the wrong spot, but it shouldn't be causing the issues you're having.
