Why does my idle fluctuate with a new chip?
My P28 died so I bought a new (used) P28 with a new chip from a tuner.
Before, I had a GSR chip for my B16A2, the idle (when cold) would fluctuate softly. I went to a tuner and requested a B16A chip which fixed my cold idling issue. The ECU fried after a month so I bought the new used P28 from a different tuner/shop. The rpm softly fluctuates and the tuner said to adjust the idle screw until it settles.
Car: 1996 Civic EX w/ 2000 B16A2
Does anyone have an input?

Fluctuates from 1000-2000 very softly.
Like sometimes when I tap on the gas to inch up, it would stay at 2K then drop to 1.5K. Then climbs up slowly to 2K and drops down.
This happened with a GSR chip, did not happened with a B16A chip, but my ECU fried so I bought a new P28 with a B16 chip.
How do I adjust the idle screw? Do I adjust when its warm? It doesn't really happen when car is operating temp.
