junkyard/homemade turbo's are good. cheaper than buying a kit.
but if he doesn't know much about turbo's, a kit from greddy would be a better startoff. edelbrock also has a good kit.

i just did that (look for turbo kits)
so many people recommend going through junkyards, and building it yourself (like on homemadeturbo.com), but i just think all that is risky and a hassle. i'll pay the slightly extra dough to just have a kit that is already made to work together, with a brand new turbo and everything.
i found a d-series turbo kit on ebay for 1300... the greddy kit, actually (brand new). that price was a steal. they're on there, just look. it came with everything except an intercooler, but i got an autochrome intercooler kit for 200. Now, i know a lot of people bash ssautochrome, but only their manis i heard were problematic... the IC's are actually XS/OBX. the IC i got was kinda small, but it works.
so for 1500 i got a complete greddy kit and intercooler system. all new.
if you want to save yourself the headaches, just do it that way.
EDIT: i forgot to mention, the greddy kit doesn't come with a BOV for some reason, but then you just find a used 1g DSM one or something on ebay used for like 20-40 bucks.

premade kits might be less of a hassle but by building a kit yourself, you can save money and it will also be a learning experience, turbo kits are easy to learn anyways.
