I might be wrong, but that looks like the "Ground Designs" Blackwidow flushmount spoiler. I think wingswest makes one like that too.

the wing is from a 91-95(eg9) japanese civic ferio available at http://www.passwordjdm.com
you may have to modify to fit your 98 civic.

Quite sure Wingswest probably has a similar spoiler, but from the looks, the answer has in fact been answered. It would probably be less costly to go through http://www.passwordjdm.com before going through wingswest.

ground designs has one like that for 6g civics. the spoiler sticks out has 4 prongs sticking out on the trunk though.
