Open the hood. There are 5 screws holding the bumper to the frame. Take those out. Then look at where the bumper meets the fenders on each side. 1 screw on each side. If you're taking off the left side turn your wheel all the way to the right, get under there with a screw driver and unscrew it. Repeat for the right side. Then you just pull the bumper off.

They're not screws. You said 2000, right? Then they should be plastic clips. You pop up the middle part of the clip with a flathead, and then you can wiggle the clips out. Very simple. Also, there will probably be two bolts underneath that you'll have to remove with a socket wrench. Either 10 or 12mm, can't remember exactly, but it's easy enough. Again, pop the hood to remove the clips, remove the wheelwell screws, and remove the underside bolts. The bumper cover will then slide right off.
EDIT--Oh, and don't worry if the clips break. There were at least three clips that broke on my Civic, but they worked fine enough. They only had three "legs" left (if you look at one, you'll see what I mean), but they were usable. But if two of the legs break then you should replace it.

wtf this bumper was installed professionally.. there was only 2 plastic screw things near the bottom of the headlights for the bumper the rest was for the grill, i took out one screw under the wheel well but the bumper doesnt seem to budge, would i also have to jack up my car for the other screws on the bottom?

Screw locations:
1) Where the fender and bumper meet
2) On the top of the bumper beside each headlight
3) 3 or 4 screws on the bottom of the bumper. (You can jack your car up to take these off, or you can get a smaller length screwdriver to remove them)

Open the trunk and look down. Take all those off. There should be a screw on each side of the bumper where it meets the quarter panel also.
