Default Vtec problems stumped

Heres what I got going. We got a D16Y7 Block with a Vtec head. I think it's a D16Y8 head. But I'm not totally sure. This is in a 92 hatchback. Using the P28 ECU. Not sure what harness is being used. Anyways it's throwing code 21 and 22. Both vtec codes. I had a bad ground to the motor and I switched that out and still codes. I unplugged sensors and plugged them back in and nothing. The harness that is on the car already has vtec wired in from another stock SOHC vtec. And the harness plugs right into the ecu. Anyone got some suggestions?

i through a code 21 in my integra, and the problem was that one of my wires that connects to my jumper came loose. i re attached it and the code went away. check your wiring by the ecu and follow it to the solenoid. if thats not the problem then try cleaning out the screen on the solenoid.

lmk if that helped...

Checked wires. Orange and blue and a Orange and white to the dizzy. I'll have to check the solenoid. Can just a dirty solenoid make both codes throw?

i dont know if a dirty solenoid would pop both codes but i do know it would throw a 21 if the screen is clogged, blocked or so dirty that it blocks the oil flow...

We found out there's an open in the wire somewhere. But I noticed from the ecu the wires run to the distributer. Where do they run after that?
