would it be able to hit 14's or 15's

yea it should hit around mid 14s, ive seen a gutted civic dx with an itr motor hit low 14,s

This swap has been done a bunch of times, just search. an em1 weighs pretty close to what an itr does, so it will be just a TAD slower than an itr...

you should be able to do mid-high 14's...my roomates EJ1 with a gsr swap with i/h/e, p28chipped, and type r mani hit 14.8 with my buddy driving it....and it wasnt gutted...stock the motor made 141hp...to the drivetrain...
