Default two catalytic converters

i was wondering if its ok to have two catalytic converters on my car. I have a civic hx (d16y5). one cat is in the header and another is goin to be on the bottom of the car. The reason for that is because i bought a rs-r ex-mag exhaust catback that only fits civic ex but i found out that it will fit my car with an civic EX's catalytic converter.

It would be a whole lot cheaper to get an extension pipe made.

Why not just get a test pipe in there. That would be the same size as the EX cat, and you won't sacrifice power.

Why not just find a header for your car, test pipe and then run the exhaust. Or if no money for header atleast get a friggen test pipe. Otherwise why the hell even put the exhaust onthe car?

the reason is because ima buy a header for an civic EX later on. IF i get a test pipe and ex header i would be running with no catalytic converter i was get fine for it (since im in CA it will be a $3000.00 fine).

how are you planning on making any power with 2 catalytic converters? Keep your stock exhaust until you get a header.
