Default Transmission swap affect odometer accuracy?

I've noticed and read in numerous places that people who have put tires that are larger than the 165/70 R13 tires such as the 175/70 R13 have found mileage decreases. One possible reason for this is that it makes the gearing simply too tall but another reason is that I think it affects the accuracy of the speed/odometer. Though if the latter is true, I find this to be odd because the Civic DX '92-'00 have 175/70 R13 tires. So I am wondering, are odometers really calibrated per the tire and wheel combinations that were meant for that model or do all civics share the same odometer/speedometer configuration, and some civics simply will report "better" or "worse" mileage than they truely are getting.
