Transmission Problem?

Transmission Problem?
Just recently (past 2 weeks) when I start up my hatch in the morning when its pretty cold outside, it makes a windy/scratchy noise for about 2 seconds. Didn't think too much of it until I went to start it last night and it barely started. Also, is it normal to be at 2,500 RPMs when it starts up? it takes a while for it to drop, and sometimes it doesnt. Could the noise and starting problem have something to do with my transmission? thanks in advance for help
o, some specs
96 hatch w/ JDM b16a. motor SUPPOSELY has 50 k miles, body 110k
all USDM parts (to pass smog)
seems like this problem started to occur after i swapped all the USDM parts in to pass smog

It is normal for the car to idle high until it warms up on cold starts in cold weather (which I know you guys don't see too often in CA ). It is called a fast idle and it helps the engine warm up faster.
