Default Timing issue on c1 swap

Whats up honda-tech! Got a few issues was hoping that someone could help clear up.

00 civic ex with a obd1 gsr swap.(just swapped)P72 ecu.
Stock block (just rebuilt)
PnP head with new seals

Starts and runs every time. Surging and timing seems to be off.
FITV is bypassed
IAC cleaned.
Crank gear lined up with mark
Cams UP and lined up
Dizzy is all the way retarded and the timing is still slightly to far advanced.

Could my intake cam be off one tooth even when the marks are perfectly lined up?

Drives good has DECENT power but not what it should. (not that stock is a power house but still nice step up from a y8)

It hits vtec but doesn't pull at all and is very quite. Which also makes me think intake cam isn't opening the way it should.


Only one code showing and its for the o2 sensor.


Tried to keep it as simple as possible for reading purposes.

If your timing is still advanced even though the dizzy is all the way retarded then your mechanical timing is not lined up correctly. Double check your marks.

I know it sounds as easy as that but I can not tell you how many times I've checked and rechecked and triple checked and had friends look they all look dead on?

Thats what's so confusing!

anybody ever used a degree wheel on there cams? Looking for the specs for both cams. Degree wheel never lies!

a degree wheel goes counter clock wise though don't it?? It sounds like your motor wasn't at TDC when you put it in time. Did you take the spark plug out in the #1 Cylinder and check it to make sure it was at TDC?
