Default timing issue?

okay, so i have the d16z6 engine in my del sol, i just rebuilt the head and got everything back together. it starts and runs but the problem im having is that it is high revving around 1500rpm and does a little rev fluctuation. is it the timing or is it something else?

Did you make sure that all the air is bled out of the cooling system?

Is this 1500RPM at cold idle or after the car warms up?
