Balance Belt?? Never heard of it.
It's really straight forward. Few tips which are pretty obvious..
1. Remove plugs-easier to rotate engine when finding TDC etc
2. replace water pump at same time-why not?
3. Torque tensioner to spec
Get a Helms/Haynes/Chiltons and you'll be fine. It's really straight forward. Just got to remove accessory belts, get engine to TDC and remove/replace. Instructions are easy to follow as well. Oh, get an OEM belt

no civic has the balance shaft belt, and no its not hard to replace refere to a shop manual torque everthing to honda specs, dont want anything too loose, or too tight and could strip out bolts, don't attempt if you feel uncomfortable, one timing mark and then you will be in a world of ****.
