Nope. The '98 is a 1-piece harness, that goes from the engine to the ecu. Where the '95 has a 2-piece harness, that goes from the engine to connectors at the shock tower and then those connectors to the ecu. The ecu plugs are also different, but there are adapters for that. In addition, the part of the harness for the ecu also has connectors that plug into the under dash harness, which are also different.

Depends on your budget.

Majestic honda?

They can be had used in good shape...

If you really want to get ritzy they make custom tucked mil-spec harnesses Chasebays and a couple others make them.

Where is your harness falling apart in the 95? If the engine harness portion is falling apart, get another or fix it. If it's the chassis harness, well, good luck with that. That's one gigantic harness that connects from the end of the engine harness at the shock tower, goes in to connect to the ecu, connects to the climate control, cluster, everything. It's literally two pieces in the whole car, aside from little subharnesses for the A/C and maybe other stuff like that. It's not just pulling it out either, it's clipped into the car pretty well, it takes a lot getting that bugger out.

Wiring the VTEC in has been covered many times. Thermostat and cooling fan should be wired together. Some people just run a switch to the dash and turn it on manually. You could run a temperature sensor with a thermocouple and have the sensor pop your fan on.

The thermostat does does not run on power. It opens and closes depending the temperature of the coolant.

You can force the radiator fan to run by jumping the 2-wire connector for the fan switch on the thermostat housing. But I don't recommend that you make this a permanent fix.

What exactly is the problem?

Buy a used Z6 harness and run that. Problem solved as long as your firewall harness is good.
