TDC Problems??

TDC Problems??
I went to fire up my D series engine today after doin my mini me swap and its started hard fired one and vibrated really hard and cut off. i looked at the plugs and they were soaked in gas. am i off TDC? i put the head to where arrow was up and piston #1 to the top? is that TDC?
