Does any one know when does a stock (94ex, 5sp) civic p28 ecu vtec kicks in?

depends on the car setup. maybe at 4500 rpm.

I bought a stock p28 ecu that came of from a 94 ex, 5sp so do you think it's still at 4800?

4500 rpm, not 4800 rpm.
