Steering wheel binding
I bought a 1995 civic DX and had to replace nearly every front end component. The steering rack came from Rock auto and was the cheapest reman unit they had.
There is a stick-and slip in the steering wheel that is accompanied by an audible sound. The tone of the sound is pretty deep. I can make a video if that would help. I should also note that the sound seemingly happens in the same place every time. Maybe 15 degrees to the both left and right of perfectly straight. If I am turning hard at those spots the deep sound will almost tick as if it were a CV axle or similar.
The weird thing is that if I pull the tie rod ends and have zero load on the steering rack there is no binding sound and absolutely no sound when I spin the steering wheel.
Am I going to have to replace the steering rack again? Ugh.

Sounds like a worn groove on the back of the rack. Or worse, part of the pinion gear teeth has broken-off causing it to bind whenever those teeth mesh with the rack.
