Default steering rack boots and clips/metal bands...

so im confused as hell and ive got a question regarding the steering rack boots and the bands/clips that hold it in place...

im going to replace my tie rod ends and steering rack boots and im looking at the picture of the parts on hondaautomotiveparts.com.

im trying to figure out if #9 and #10 are different or the same? they look the same to me, but #9 is listed at $9.69, while #10 is listed at $1.63.

are they really that different? or are they the same and honda is just trying to rip us off? i need to know so that if i can buy two of #10 and spend only around $3, then it'll obviously save me money, instead of having to buy #9 and #10 and spending $10 on both bands.

if anyone knows i'd appreciate it

here's a pic for reference
