Is the battery charge low?

Are the two starter wires clean and tight?

Is the starter switch at the top of the clutch pedal bad?

Sounds like the starter you have is defective.

If it's not the starter and not the battery then what is it? Those are the only two items that will cause the click you're talking about. Don't go thinking because you have a new starter that it's good because I've gotten brand new stuff that was defective. It really sounds like your starter is bad, especially if sometimes it clicks a few times then starts or starts on the first try.

Do you measure battery voltage at the large black wire attached to the starter motor?

Do you measure battery voltage at the Blk/Wht wire attached to the starter solenoid when the key is turned to ON(III) and the transmission is in Park?

If the Blk/Wht wire does not get battery voltage, then test the A/T gear position switch:

How do you know it's still good? Substitute known good part. As far as I know any 92-00 D16 starter fits any D16 motor. I'm sure you know someone who has a Civic that would let you swap them and try it.

Or wire the positive battery post directly to both starter terminals. If the starter doesn't crank the engine, then the starter is bad.

Yep, run a wire to the spade terminal on the starter. Make sure the car is in neutral and the brake is on. If the starter turns, check wiring leading to it. If it does not turn, try to put a jumper cable from the trans case to the battery (-) terminal. If it cranks then, check your ground going from the trans to the passenger side "frame rail". If starter still does not crank, pull starter and have tested at local parts store.

i would make sure your connection is good with your nuetral/ clutch safety wires since you don't have the actual switch.

The starter is grounded by its contact with the engine via the engine-to-transmission ground wire.

Clean your battery terminals and clean you battery ground. Make sure the ground have good contact and the wire is not old and corroded.

You might want to try another ground(from battery to chassis) wire or starter wire.

You would be surprised but this happened to a friends teggy and we cleaned the ground it helps a bit but then decided to check the wire and it was corroded. Once wire was changed it started up like normal.
