i had that problem with idle going up in down in my 92 Civic HB w/ H22a, but mine was like from 3 to 1. I took it to a mechanic and it turned out to be the Fast Idle Air Valve (FIAV) by the Trottle Body. Cost me around $150 to get it fixed but it was worth it! No more people getting pissed off at red lights thinkin im reving my engine up at them! But it could be any kind of leak. Good luck!
