could this be a fuse or what? If a fuse what one should i look for? It is a 1993 civic hatchback

What specific interior lights are you talking about? Check fuse 19 under the dash.

all the interior lights that turn on with the headlights, and the outside running lights do not work on the car

By interior, you mean dash and cluster lights, right? --> Fuse 19

yes, i will check that., what about the running lights on the outside?

As I said, ALL of your light problems can be explained by a blown fuse 19.

ok, just pulled that fuse out, it was blown. I put in the spare fuse turned on the headlights and it blew the new fuse. What would be causing that?

You obviously have a short. Try unplugging the dash dimmer switch to see if the fuse no longer blows.

alright i'll have to try that tomorrow when i get more fuses.

i may have narrowed down the problem a bit, where my license plate light is supposed to be, there is nothing there except for the plug hanging there. when i put jumper a wire into that plug it must have been blowing the fuse.

I had a lot more problems before i put the jumper wire in though, all bulbs in the rear would flash with the the turn signals and other things. Ive checked all the ground wires you told me to check before and they are fine. It would have to be something with that license plate light plug wouldn't it?
