Random low compression. Won't start

Random low compression. Won't start
97 civic, poormans R swap.
Ok so I go to crank my car up yesterday as it has been sitting in my garage for two weeks without being cranked. I crank it and it starts then dies after about 2 seconds of running. Go to restart it and it just spins, sounds like it has no compression.
I figure its the cam timing as the cam belt seems a little loose. Crank pulley at TDC the cam gears tdc marks line up perfectly.
Compression 1=120.....2=70.....3=80......4-=120 cold,TB open.
This doesn't really make much sense to me. Theres no way the rings went bad in only 2 weeks.
Im about to go back outside and squirt some oil in the clyinders and see if it brings the compression up.

Wet compression(1 cap full of oil per cylinder) is
1=165.....2=120....3=180...4=150
dry was
1=120.....2=70.....3=80.....4=120
Still won't start. No codes, dizzy is right on, cam timing wasnt messed with at all.
