Rad fan not working

Hey guys,
Looking for some guidance. My rad fan is not running, I did run a wire to the battery and it worked. I also did the paperclip trick to make sure the relay is working.
So from what I understand there are only two other things that could be causing the issue.
1 is the cooling fan switch, which as I understand it is the connector that plugs into the part I did the paper clip trick with.
Or it is the thermostat. Now since my engine temp goes down while I am thinking it is not the thermostat. The car only reaches high temps when it is sitting still and can regulate its temperature while driving.
So if someone can provide me with some insight as to what is the likely cause that would be great.
It's a 1999 civic cx hatch, manual without ac.
The cooling system should have no bubbles in it.
Changed the coolant and bled it last year. But I will re bleed it again as it is easy.
