I think basically anything with a silencer would be good... I have a DNX muffler (3.5" outlet)... with the silencer in, it's just a tiny bit louder than stock

Go with the twin loop muffler design!!
Click on the link!!
http://www.jdmcarboy.com/twinloop-muffler.htm
Read what the guy has to say about it and see what his exhaust set up is
Watch the sound clip of the Integra with the twin loop exhaust installed on it and see what you think!

I own the medallion from tanabe and they say that it is below 93 decibals as long as you use a cat. That statement is bullshit if you ask me. I am ordering a ws2 bc the medallion is just plain annoying.

Which one did you get, the Medallion Racing? I have the Medallion Hyper, and that **** is NICE. Like, just as nice or nicer than a WS2.

WS2 and be done. 80% of the time, I wish it was louder. On other exhaust that sounds nice, the loud will get to you at times, on long trips, or with engine load up a hill.
IMO WS2 is all you'll need if you used the word "quiet" in your question.

I am always a fan of the twin loop. If its good enough to be ripped off from mugen and produced by other companies then its good enough for me.

Re: (Eran)
The hyper is what I am running. I do not like the annoying tone and no matter what it still looks like a can. Also the can style is a dead giveaway to police around my town.

Really? You're running the Hyper (oval can)? I love the tone, and so does everyone I know. It also helps deter cops because it's an oval-can, not a fart-pipe.
