Quick question about OEM clusters in 92-95 civics

I have searched and searched and cannot find a answer...so please do not tell me to search. here goes...Why in the Hell does 92-95 civic clusters read up to 9k rpms?? i know some models didnt come with a tach but i noticed when i got my VX it had what i believe is a EX cluster because it has the redline at roughly 7200. I have also seen some that have redline at 6500. but i always wonder why the hell it goes to 9K? I mean there was never a 92-95 motor that could turn that high of rpms i know that for sure...
I also have a h22a1 in my 92 VX hatch...and for some reason the tach read 4000 (at vtec crossover) and 6k at fuel cut which i knew was wayyyyy off.. so i took my cluster apart and removed the tach needle and painted the tach itself flat black so it looks like there never was a tach, so i installed my autometer 5" memory tach as well as autometer oil pressure and water temp on a pillar.... also this is not rice...my car is fully stripped and is practically a race car so yes they are nessascary.
So does anyone know some info on the OEM clusters??? and what cluster came stock in a VX?? because i have what i think is a EX cluster and it has the PRND21 in it for a auto and i know my hatch was 5spd to begin with.... im just a lil confused on the clusters. TIA!
BTW, when i put the autometer tach in...vtec is at 5000 and fuel cut off at 7900...so the stock one was way off.

I like to think that Honda suspected that people would try to modify their engines to the point where they would spin more rpm. I'm probably wrong, but I just like to think that.
I don't know what a VX cluster reads for a redline. Did you say you added a AM tach? What does it read at rev limit?
