problem with headlights and tailights. wiring?

problem with headlights and tailights. wiring?
Well tonight i hooked up my battery and to my surprise my city lights and my taillights turned on. and they would not go off. while typing this i realized i did not have my ecu plugged in. could this be the cause?
its 1am and im not about to go plug in my ecu to find out.

to go alittle more into detail, when i plug in the battery, the city lights(jdm headlights) come on and the tail lights come one, no matter if i try to turn on the headlights, or the turn signals, or the brights, nothing works. what could this be!!

no, the ecu is seperate from the headlight/tailight wiring. and seriously...the ecu is 3-4 plugs depending on the year...are you that lazy?
If you take the steering wheel and column cover off you can see the plug that controls the lights...start from there and if thats not the problem...you have power going to the lights from somewhere its not supposed to be coming from

also i realized when i was plugging in my usdm cluster just purchased that i had an extra plug.
i used to have a jdm cluster but it got stolen. could this have anything to do with it?
