preloading suspension bushings

Default preloading suspension bushings

I just wanted to know something....

I just replaced the lower control arm on my friend's 96 integra and I just wanted to know if it was necessary to "preload" the bushings?

I would assume that preloading means that I lower the car completely and then tighten the lower control arm bolts?

Is this correct b/c last week I just tightened it while the car was jacked up.
