Default please help asap-brothers daily driver

My brother just dropped his civic off at my house (it sorta died near here). He does not have a lot of money and I am unfamiliar with these cars and I just dropped him off at work so I don't have a lot of details.

It is a mid to late 90's model and it appears a pulley has dropped off. The motor is still too hot for me to get my hands in there. The pulley looks like some sort of idler pulley, with a bolt type adjustment to locate it vertically. It is to the front of the car from the crank and at about the same height, maybe 6 inches from it. What is it? How do I need to adjust it once I get it back on? anything special like reverse-threading on it?

Appreciate any help you fine people can give me.

Sounds like the power steering belt tensioner? Check behind the motor on the crank pully side and see if the alternator belt is still there...

alternator belt is on and tight, the pulley seems to be adjustable to take up the slack in the a/c compressor belt.

It seems to have a bolt you can turn to raise or lower the pulley. I have not seen anything like it before so I am unsure if all the parts are still there.

Ok, pulled the <remaining> various pieces out and I have one seized and destroyed bearing, one nicked-up, but still servicable pulley and a loose a/c belt. If I run the engine without the a/c on it still spins the loose belt around the compressor at speeds above idle, the compressor does not seem to engage, so I am assuming (and probably going to get into trouble for doing so, that it spins it from time to time without running the compressor to keep the bearings from rusting up.

The bottom of the car is all shrouded and I cannot easily see below the other belts. Is there another accessory driven off the a/c belt or can I just cut it until such time as I can replace the pulley assembly?

Thanks for the help, my brother is pretty frantic as he is broke now (and for the foreseable future) and is afraid of a big repair bill.
