sold where? they can only be found on ebay or other places outside of the US. and it doesnt say dot legal in the US, only in europe.

my friend has tsx HID projectors retrofitted into an accord, and his headlights are bright, but my tyc 1 piece 92-95 civic headlights with osram silverstars dont appear as bright to other cars, but it shines the road soo much better. The signs on the highway all light up bright because of my headlights, not from his. Can someone explain this?
