I dont even know what that is... ill give it a shot.. FUEL INTAKE THROTTLE VALVE???? well the high pitch noise might be from the alternator belt.. I could be wrong.. even after the motor is warmed up it stays at 3200rpms?? wow high.. it should be at 900rpms.. check your throttle cable and make sure its not to tight and its not opening the throttle body.

Fast Idle Thermo Valve (FITV), if your car surges once warmed up take off the Idle Air Control Valve (IACV) and clean it with brake and/or carb cleaner. Also by disconecting you Trottle Positioning Sensor (TPS) or Manifold Absolute Pressure Sensor (MAP) when the car is runing if thiers a change in the way it idles then it could be one of those, if no change then TPS and MAP are okay.

FITV = Fast Idle Thermo valve. x] Its on the bottom of your throttle body. If you take it off there is like a plastic retainer that holds back a metal "ball". If you tighten down the retainer then your warm up idle should drop. Try cleaning your IACV [Idle air control valve] and checking for vacuum leaks.

Yeah yo any honda engine I can think of, it acts like a choke. Pull the intake off and just inside the throttle body should be a 1/2inch hole thats the FITV (leads to the FITV). Once your car is warmed up see if air is being sucked through that hole, also when your car is cold put your finger over that hole and see if the idle slows down any.
