Default new car bog troubles low end

ok so i just bought a friends civic because my pickup went out and i needed a new dependable ride... and of course like my previous rides(all hondas other than the s10) i like to have a lil get up and go so i usually do work, get a car that has enough in it to make me happy when i need a thrill... but back to the point heres what was done to it before i got it and thats all there is right now

its a 99 civic Si
b16a1
catback exhaust
APEX-I vtech controller
aftermarket fuel rail(dont ask me why he put that on it doesnt need the extra fuel dump) but its not running rich thank god
stock manifolds in and exh
short ram intake

like i said jsut enough to make me happy when i wanna hit the gas and feel some throttle response....

my question is... i usually run vtech at about 4700(by vtech controller not the crappy stock tach) and the power band is nice and smooth(until vtech )
but around 3000-3500 theres an abnormally weak bog point, doesnt seem to be running rich, jsut a loss of power... it kills my daily driving... the car was tuned at one point just cuz a friend needed some practice and was apprenticing at a shop so i know the air/fuel is good atleast it was then(i havent touched it but sh*t happens)

any clues as to what might be the cause or what to look for/into to get more needed details?

no wonder , vtec is supposed to kick in at 5500 , and if you change that , your fukin the car up. so do yourself a favor , take all that **** out of it , and run it stock. also , if the engine is original still , its a B16A2.

its an a1 not an a2
but from my knowledge of the way a vtec controller works all your doing is adjusting the point at which the lobe engages... why would dropping the vtec engage point down bog it at 3k-3.5k?
and just for future reference could you clarify why you think that lowering the engaging point of the vtec lobe to be harmful to the car?(other than my gas milage and the miniscule oil being burnt)

ive never seen a B16A1 personally. the cars ecu is programmed to run certain patterns based on certain variables. your ecu's fuel maps are designed to run the engine the way it is stock. so if your starting a high lift cam at 3500k instead of its normal 5500k , you tell me , is the fuel/air mixture proper for this? no of course its not , its gonna be lean. your injectors are not spraying enough at that rpm to efficiently utilize the high lift. your ecu doesnt see you changed vtec point and say hey , i need more fuel at a lower rpm now.
