need help!!! no cel no fuel

need help!!! no cel no fuel. IM FUSTRATED PLZ HELP
i have a 99 ek hatch with a ls on boost and i was driving my car and i parked it for like 20 min when i went to go start it back up it wasnt getting any fuel. then i noticed that if i had the key on the first click(accesories)the radio works my headlights work my hazards work but my turn signals and my windshield wipers dont work. the when i do they second click(ignition on) the cel light the battery light and my oil light dont come on and the fuel pump doesnt prime but if i try to start it it turns over but dont start. i checked all the fuses and thier good i tryed 2 main relays and 3 obd1 and 1 obd2b computer and nothing.i hooked the fuel pump to straight power and it works samething with the wipers, ive even changed the ignition switch. i used a test light and da ecu fuse is getting power so is the main relay but the wipers turn signals and fuel pump fuses arnt. ive tryed everything i could think and its not it soif anyone can help me with my problem and figuers out wuts wrong with it im willing to give them 50 bucks. ive dump 10 grand into this damn car and i cant even drive the thing so please someone help me

The problem with your wipers and turn signals is probably due to a faulty combination switch, which is likely separate from your fuel pump problem.
Have you done the test in the picture below? If so, do you detect battery voltage at the fuel pump connector? If not, there are additional tests that can be done to locate faults in the wire harness.

Did you take the next step and check whether there is a problem with the fuel pump ground (see picture)? Also, your first post mentions that the fuel pump fuse has no power. Please clarify.

i hook a test light up to my fuel pump fuse slot and there is no power but if i hook it up to the headlight fuse slot and a couple of others the test light will light up

Which specific fuse (#) are you calling the fuel pump fuse? Also, I don't understand how you could detect battery voltage at the fuel pump connector in the test shown in the picture if the fuel pump fuse has no power.

im sorry maybe im not explaing it correctly earlier on i was using the test light testing for power on the fuse box under the dash the light turned on for a couple of thing such as headlights but when i hook it up to the fuel pump fuse slot which uses a 15 amp fuse(not sure which # it is) the light does not come on and i just finished runing the test in the diagram u just posted and there is no power at the plug on the fuel pump

Thanks for the clarifications. It would help, though, to know the specific fuse you tested for the fuel pump. Keep in mind that when you turn the ignition key to ON, the fuel pump activates for only a few seconds, which may be why you don't detect power at the fuse.
Nonetheless, the lack of power at the fuel pump connector when you do the test in the picture indicates that the wire from the main relay to the fuel pump is bad or, alternatively, there is a problem with the main relay. If you are absolutely sure that the main relay is fine, then the next tests to do are described in the pictures:

i agree with ron that the wipers etc are probably seperate from the fuel pump. i would check the wiring harness hommie. sorry i'm not much help, i'm not as good as most people on here. but that's the best i got.
