Whats the name of this bolt and what tool do i tighten it with.....

not sure, but it looks like a plug to thats in front of a oil or coolant passage. Use a hex head socket or maybe even a allen wrench.

It's 14mm allen. There's an aluminum crush washer used beneath it to seal the oil passage. That oil passage is the main one that feeds the head and the mains.

Autozone will have a set of 14mm, 17mm, and 21mm 1/2" drive hex bit sockets. It's the most accessible place that I've found to carry them.
