And this is not just a vague topic, but kind of a stupid one, no offense.
Use common sense. Good brand bolt ons alone will cost you 400-500$ total and those are kind of a requirement for a head build, otherwise they'll restrict your flow.
Do you have bolt ons already? What do you HAVE done to the Z6 now? If it's bone stock, the only way you can hope to hit 200hp even the CRANK is through forced induction.
It just won't happen any other way.
Cam 200$
Cam gears 120$
Pistons 150$
Valves, retainers, springs 250$
Port & Polish intake/exhaust ports 400$
That's pushing the budget and with that you'd get what, maybe 140-160 to the wheels with bolt ons? Not to mention the hone job will be very crappy when you do it cheaply.
With 1000$ I think you'd be better off either saving for a swap and selling your SOHC vtec to put you over the 2g requirement for a B16A, or consider going with turbo.
