i just put a b18b out of an 01 teg and it will not turn over and none of the dash lights will come on like the engine light or any thing also some times i can hear a clicking coming from the main relay anyone know whats going on?

Check all your grounds especially the one on the thermostat.

What car?

What do you mean by "won't turn over"? It generally means the starter won't crank the engine. Is this what you mean?

i fixed the porblem it was a ground not connected but now i have ran in to something else i can get it to satrt but it will not run right and it will only turn up till about 4000rpm and hits almost like a rev limmiter or fuel cut i am running the right computer for this motor and every thing is stock
