You would need to install a higher amperage hazard relay. It might blow some fuses and melt the plastic casing of the light if you do...

Dumb remarks aside, fast hazards are a sign that there are either super dangerous conditions ahead, there is an unstable or silly driver at the wheel, or your car's on fire and other drivers should try to put it out with buckets of dirt and large blankets. Do you really want all that attention? I wouldn't want to drive home all filthy with a carload of dirt just 'cause someone thought I was on fire when I wasn't.
If you want neato super duper fast blinkers, get a Hyper Blinker from Ebay and you'll be the cream of the crop and then some. Actually, Christmas lights should be on sale in a week or so, why not festoon your entire car with them and get a Santa license plate. Look everyone, here comes Christmas car!! Yeaay, Christmas car!! You can hand out presents to people in traffic and if you break down, you can just have some reindeer haul you around. It'll be super!!

Get synthetic blinker fluid instead of the standard blinker fluid. It allows the electricity to flow better and the lights blink quicker.
