Default it looks like a d15b7 head with a block off plate where vtec supposed to be???

Still trying to figure out what type of head I have, it's a weird motor setup, a jdm d15b bottom end with a d15b7 look a like head? It's got a block off plate where it looks like vtec should go, the head stamp reads PM3-2 9/3 Any idea what head this came from?

^ Coincidence?

Honda sold non-vtec D15B's as well the popular VTEC version, but most of those were carb'd.
