Looking at a 99 hatch, what to look for?
Well I sold my Prelude and have recently got my mind dead set on a EK hatch. I had a EG Hatch back in high school, and would like to have little sister.
So I've been on the lookout and found one for $4500. I'm not sure what common issues are on these models, so any input you could give would be great. He said the only problem is that the passenger side door doesn't open from the outside, that the clip or something came loose inside the door. I had the same thing happen with my EF and never fixed it, how hard would it be to fix this minor issue? Here are the details:

door problems not hard just take off the door panel and fix it.
in the description it says "just tuned" my question is what was the need for it to get tuned? motor looks stock to me..i would watch out for BS on the sellers half if he says this...things i would be looking for is rust and noises coming from the motor such as ticking or knocking, i love ek hatches they can look really nice with a lip and some good suspension GL with the car

clean hatch, try andlower the price though, for a compleety stock hatch that isnt bad, but you can probaly get it lowered. about the door problem that's nothing, its a few screws and some pulling to pop the door panel off and check to see what the problem is.

What I can think off off hand:
Check that both windows roll up and down smoothly. That's one of the more common issues on the 6th gen Civics. The windows start getting difficult to roll up and then the window pops off the track and partially out of the window. There are lots of DIYs on how to fix that though (silicone spray will help prevent it too).
Look for water in the hatch area. Hatches often will show leaks because water comes in the taillight area. If you replace the taillight gaskets the leak more often than not disappears. You can even use craft store foam and cut out copies of the stock ones and that will work fine.
Headlights turn yellow too. Use a polish or possibly wet sand them to bring them back to the original quality.
Driver's floormat pushes under pedals. Honda will fix this for free though (in the event it's not done yet and the car has a stock floormat). I've never heard of anyone having any real issue with this though.
As far as the door handle, it sounds like the rod that connects the mechanism to the outer door handle has come off (or the plastic clip might have broken. It's a pretty easy fix, if not sort of a pain in the *** if you've never done it before.

What else mods were done besides the cluster and the arm rest?

It looks pretty clean and stock. Ask the owner if it has been wrecked/salvaged. Also pay the extra $5 for a carfax report, trust me you will want it. Other than that ask if it has any problems. It looks like a nice project man!

I would offer around $3800-$4000 for that car, considering it's mileage. Maybe a little bit more, but I don't think I'd go with $4500 unless there's no way you're going to find a car in that condition for cheaper.

now is that the actual mileage? considering the the cluster was changed and i am sure that the old cluster and the ex cluster didnt read exactly the same miles. i would offer him 3800

No real way to know. He might have swapped the original odometer with the new one. As long as the title shows the mileage and not as "tampered with" or whatever I don't care. Looks to be in good shape. I haven't found any other ones in that good of a shape, and they are more.

Yeah blue book is $4200. So not to bad over priced. I'm sure I can get him down some. Honda's in this area are pricey, and with gas prices they are insane. I sold a 95 Del Sol S with 170k miles, missing parts, and faded paint for $3300 the same day I posted it.

Well picked it up yesterday for a even $4k. Has a few spots you couldn't see from the pictures. A dent in the hood and the back bumper has a 2" crack in it. Interior is mint and runs great.
